Bridal showers are to hosted by the maid of honor and/or friends of the bride. Traditionally, the bride’s family does not host a shower, so if a sister is the maid of honor, a bridesmaid or another friend could step in.
It is traditional for the maid of honor to throw the shower, usually assisted by the other bridesmaids.
