If it’s actually beading you wish to apply, yes, it can be glued. Use dots of glue instead of major amounts, so the edge of the veil does not get stiff. (Beading is a flat woven and embroidered trim with spaces in which you can run ribbons. I presume it was called beading because someone decided the short bits of ribbon looked like beads).&
Personally, I’d still sew it on… it’s faster, easier and won’t shift.

Beads can also be glued on, but if you’ve got beads in string form, again, I think it’s easier to sew on (using a piping foot) than it is to glue them on. And more secure.

Remember that whenever you add weight to an edge (like beads on the edge of a veil), it will hang more closely to the body underneath it, which may not be the look you’re going for.

Sure you can glue it. Most beads on bridal gowns are glued. You really have to be neat and clean about it. Look for Aleen’s glue at a craft store. There is one for fabric. Get some netting and beads and give it test run frist. Aleen’s glue will dry clear.

Some beading have a small fabric edge that can be sewn on the machine with a zipper foot.
Beading that doesn’t have this must be hand sewn, catching the thread between the beads.
