You'd have to get any of the finishing off that was applied, and I'm not quite sure how that would work. Unless its suede? You'd probaly have to go a proffesional, where they could strip it dye it and then refinish it. And it could be very expensive, and would probaly ruin the lace If it was me though, and they're fairly stiff boots, I'd probaly dye as much as I could, and spray paint the rest Try Dylon cold water dyes, cause you probaly don't want to put them in the washing machine and risk messing them up. The black comes out a bit blue to start with, so don't rinse it too well, leave to dry and then dye it a couple more times.
